CONTEXT

The detention conditions in Madagascar are outdated and do not meet international standards. This situation is strongly impacted by the high rates of prison overcrowding (252%) and malnutrition.

In 2020, the Ministry of Justice received help from the Agence Française de Développement (AFD) for the implementation of a support program for the prison sector called "FANARENANA", with the general objective of improving the working conditions of prison staff and the living and socio-professional reintegration conditions of detainees.

ProDIP, which means "Promoting the Dignity of Detainees", is one of the 3 projects selected for the implementation of the program. 

Its activities include

  • Improving the nutritional status of detainees ;
  • Strengthening and empowering penal camps in their food supply mission (implemented by Agrisud);
  • Improving access to water, hygiene and sanitation.

OBJECTIVES AND SOLUTIONS PROVIDED

Strengthening the autonomy of penal camps regarding the food supply of their establishments and the socio-professional reintegration of detainees. 

More specifically: 

  • Supporting penal camps in the management and enhancement of agricultural production 
  • Training inmates for better reintegration 
  • Promoting to public policymakers a sustainable agricultural development approach in prisons 

RESULTS

  • 4 pilot penal camps supported 
  • Nearly 50% of people in detention and interested in agriculture trained in agroecological practices
